Three Brevard mayors made their pitch to a room of developers: Palm Bay grew its commercial base 13 percent in six years and now collects impact fees up front, Titusville has a certified spaceport and a free trade zone, and Cocoa sells the water everybody else drinks.

At Bisnow's Space Coast State of the Market, a developer put Brevard County industrial space at 3 to 4 percent vacancy against 3.4 million square feet of tenant demand. The bigger problem is clear height: aerospace wants 30 to 36 feet and most of what is standing here is 15 to 25.
