Health First's Brevard Buildout: New Rockledge ER, $230M Palm Bay Tower

Health First is building a 13,500-square-foot freestanding emergency room at 3340 S. Fiske Blvd in Rockledge, on the corner of Fiske and Roy Wall boulevards near the I-95 Fiske Boulevard exit. The facility will add 12 emergency beds. Florida Today's August 31, 2026 report put the opening at mid-December 2026; Health First's own project page currently lists the opening as December 2026 into January 2027. It will be Brevard County's first freestanding ER. Between 800 and 900 of these facilities operate nationwide and more than 100 are in Florida, per figures Space Coast Daily reported on August 25, 2026.

The Rockledge Site

The new ER sits just south of Health First's existing office building at 3300 S. Fiske Blvd, an 11.29-acre parcel the health system already owns under Health First Shared Services Inc., per Brevard County Property Appraiser records for account 2509840. The freestanding facility will provide imaging and lab services along with hospital-level emergency care, then transfer any patient who needs admission or specialized treatment to one of Health First's hospitals.

Staffing the New ER

Health First expects the Rockledge ER to employ about 80 people once it opens, including emergency physicians, nurses, paramedics, respiratory therapists, lab professionals, medical technologists, CT technologists, sonographers, registration staff, and security and facility support, according to Jeff Jurinak, Health First's Vice President of HR Workforce Solutions, quoted in Space Coast Daily. More than 100 people have expressed interest in the roles, and more than 35 have already accepted positions taking effect in November, ahead of the opening. About 60 percent of those hires are internal transfers. Gwen Black, who was on the original emergency room team when Viera Hospital opened in 2011, will serve as the Rockledge facility's nurse manager.

"We don't want people to travel a long distance to get to emergency services," said Mike Mullowney, President of Health First's Hospital Division, in comments provided to Florida Today and Space Coast Daily.

A $230 Million Palm Bay Hospital Expansion

Health First filed a permit application with the St. Johns River Water Management District on August 20, 2026, for a $230 million expansion of Palm Bay Hospital, Florida Today reported. The plan calls for a five-floor patient tower expected to open in 2028, adding 60 new beds to the current 120-bed hospital, with room built in for up to 60 more beds in the future. The project also includes doubling the number of operating rooms, catheterization labs, and pre-op and recovery space, along with upgrades to patient navigation, facility design, and parking.

Palm Bay Hospital opened in 1992 as a 60-bed "micro-hospital." It now has more than 200 physicians on staff and treated more than 53,000 emergency cases in 2024, per Florida Today's reporting. Palm Bay's broader commercial base has grown more than 13 percent over the last six years, according to a recent Bisnow panel on Brevard commercial development.

Part of a Larger Capital Program

The Rockledge ER and the Palm Bay expansion are two pieces of what Florida Today describes as nearly $800 million in projects Health First has announced across Brevard County. The largest is the $410 million Cape Canaveral Hospital replacement under construction on Merritt Island, a 268,000-square-foot hospital with 120 private inpatient beds, 25 emergency department treatment rooms, and 6 operating rooms, alongside a 92,000-square-foot medical office building. General contractor Gilbane Building Company broke ground on the project March 21, 2024, and the hospital is scheduled to open in early 2027, replacing the current Cape Canaveral Hospital at 701 W. Cocoa Beach Causeway in Cocoa Beach, according to Gilbane's project announcement.

RCRE Take

Three active Health First construction sites in three different Brevard submarkets, Rockledge, Palm Bay, and Merritt Island, mean contractor and subcontractor demand tied to this build-out runs concurrently through at least 2028. The Rockledge ER alone brings roughly 80 new jobs to a corner near the I-95 Fiske Boulevard interchange, an employment base that landlords with retail or medical office space near Fiske and Roy Wall boulevards should be aware of once the facility opens. Rockledge has also been annexing other properties for industrial and business use elsewhere in the city this year, a separate signal of development activity in the same submarket. Owners near the Palm Bay Hospital campus and the new Merritt Island site have the most direct reason to track these projects as they move through construction over the next two years.

Why is Health First expanding across Brevard right now?

Health First's flagship Viera Hospital just earned a 5-star Overall Hospital Quality Rating on Forbes' inaugural Top Hospitals by State 2026 list, published in late July, the only hospital in Brevard County and one of 10 statewide out of more than 370 rated hospitals to get that distinction. "It's an honor to be included among the Forbes inaugural list of top hospitals in the state of Florida," said Viera Hospital President MaryJo Allen, who added that the health system has ambitious growth plans over the next two years, according to Florida Today's reporting on the recognition.

How is the new Cape Canaveral Hospital being built to handle hurricanes?

The replacement hospital's campus sits 13 feet above sea level and is designed to withstand a Category 4 hurricane, according to Gilbane Building Company's project announcement. The completed site will include 296 surface parking spaces and 533 covered parking spaces.
