In Titusville, a convenience store conditional use permit sits in front of City Council with a 6-0 denial recommendation attached.
Palm Bay Planning and Zoning Could Take the Final Word on Variances
The Palm Bayer reports the board is convening to consider whether it should hold final binding approval authority over land development relief variances. According to the report, that would be a first in Palm Bay's municipal history, and the decentralization could change how development variances get processed in the city. The same meeting carries a gas station proposal the report describes as a third-corner site along St. Johns Heritage Parkway.
Titusville's Convenience Store CUP Reaches City Council
Conditional Use Permit No. 9-2025 asks for a convenience store on the parcel identified as ID #21-35-28-00-279, inside a Community Commercial zoning district. The item was tabled from prior meetings, and on January 21, 2026 the Titusville Planning and Zoning Board recommended denial by a 6-0 vote. The matter now sits with Titusville City Council. That chain comes from the city's agenda materials. This is the same end of the county I covered when Blue Origin's Titusville manufacturing facility made news. I have not pulled the BCPAO record on this parcel yet, so I am not naming a corner or a street until I do.

Per The Palm Bayer, that question is on the table right now, and the answer sets how long entitlement takes and who you have to convince. I would not lock a hard entitlement contingency date into a contract along St. Johns Heritage Parkway until the city settles it. Municipal appetite runs city by city in Brevard, which is what came through in three mayors on Brevard County commercial development.
Anyone holding a CC-zoned parcel in Titusville with a convenience store in mind should watch how Council handles this one.
