Blue Origin Titusville Airport Lease: Up to 12.5 Acres, 3 Years
The Titusville-Cocoa Airport Authority's October 15, 2026 agenda listed a three-year Temporary Space Use Agreement with Blue Origin Manufacturing, LLC at Space Coast Regional Airport for approval, item H.e. The Blue Origin Titusville airport lease covers two east-side parcels totaling 509,585 square feet, about 11.7 acres, at $0.50 a square foot a year, with a 180-day exclusive right to add a third parcel of 34,493 square feet. Minutes of the meeting had not been posted as of October 26, so the vote is not in this report.
Blue Origin Titusville Airport Lease Terms
Parcel A is 416,698 square feet at $208,349 a year. Parcel B is 92,887 square feet at $46,443.50 a year. Parcel C, the expansion area, is 34,493 square feet at $17,246.50 a year if Blue Origin adds it within 180 days of the start of the term. All three together come to 544,078 square feet, about 12.5 acres, and $272,039 a year before sales tax. Rent is paid monthly in advance, and the tenant pays utilities.
The permit allows parking for the company's employees, agents and contractors, bulk materials storage, and light manufacturing or assembly or any other lawful purpose. Blue Origin builds the fencing, gates, apron and drainage; the Authority has no improvement obligations. The company may end the permit early on thirty days written notice. The tenant's address on the permit is 8082 Space Commerce Way in Merritt Island.
Space Coast Innovation Park: Amendment 7
Item H.f is Amendment 7 to the Space Coast Innovation Park ground lease, which the Authority entered into in March 2022 for a phased development on the 450 unimproved acres on the west side of the airport. The Director of Airports' memo says Phase 1 construction is underway, including the Challenger Avenue extension, after a September 16, 2026 groundbreaking. The developer has released its engineer on design and permitting for Phase 2, and Phase 3 entitlements are in process with the City of Titusville, including a rezoning to PID.
The amendment sets the Phase 2 option fee at 30 percent of Phase 2 annual base rent until ground rent starts, with later payments credited to base rent. Phase 3 option fees, accrued since Amendment 1, come due once the entitlements are complete, the onsite wetland mitigation approvals are in hand, the rezoning is final and the appeal periods have run. The Authority will try to buy an adjacent county-owned parcel for Phase 3 East at an annual base rent of 12 percent of its purchase price. The developer may also buy offsite parcels for wetland mitigation credits, with its costs credited against Phase 3 option fees or rent. Staff recommended approval.
Taxiway A and the Challenger Avenue Extension
Item H.d awards the Taxiway A rehabilitation construction contract to Halifax Paving at $12,672,213.05, the lower of two bids received June 2, 2026; Dickerson Infrastructure bid $13,164,969.50. Item H.a ratifies the board's September 17 action on a $13,296,923 FAA grant for the project. Item H.b extends the performance period of a Florida Job Growth Infrastructure Grant for the Challenger Avenue extension, the road that gives the innovation park's three phases direct access to the airport. The agenda also carries a $12,425 FDOT design grant for Taxiway A at Merritt Island Airport and a Truist Bank loan for a box hangar acquisition there.
