Melbourne's August 25 City Council agenda sets a public hearing on SDV2026-0001, a subdivision variance for Mosswood Townhomes, and the August 19 Historic and Architectural Review Board agenda lists signage, facade, and new construction cases across three CRA districts. Here is the late-summer Melbourne commercial real estate calendar.

Mosswood Townhomes Asks to Skip Platting

Item 16 on the August 25 council agenda is a public hearing on Subdivision Variance Request SDV2026-0001, a request to let Mosswood Townhomes develop under the Subdivision Code without platting through the subdivision process. Per the agenda, the property carries a Medium Density Future Land Use designation. Townhome product feeds the multifamily supply picture in our Q2 2026 Brevard numbers. The agenda summary names no applicant, address, acreage, or unit count.

The HARB Docket, District by District

Everything below is per the August 19, 2026 HARB agenda: applications up for review, no outcomes recorded. Downtown, Eau Gallie, and Olde Eau Gallie are three separate CRA districts; the agenda tags each accordingly.

  • Downtown CRA: HARB2026-0029, signage at 912 E. New Haven Ave., across the street from our office, HARB2026-0030, signage the agenda titles Asian Time II at 841 E. New Haven Ave., and a new construction review.

  • Eau Gallie CRA: facade improvements at 1419 Highland Ave. for a project the agenda titles Den, and awning and lighting at 766 St. Clair St.

  • Olde Eau Gallie CRA: a historic designation rescission at 1248 Highland Ave. (HARB2026-0015) and pavers at 1296 Houston St. (HARB2026-0027).

  • Also docketed: a Crydermans Barbecue application, HARB2026-0032.

  • August 19 Joint West Melbourne-Brevard County CRA: a recommendation to adopt Resolution No. 2026-01 approving the FY 2026-2027 joint budget, projected revenues of $866,100 against $5,200 in budgeted expenditures.

  • August 19 City Council: a Recreation Impact Fee Credit Agreement with Integra Artemis LLC, recommendation to approve.

  • August 11 City Council: FY 2026-2027 items for EGAD Main Street, Inc. and Housing Case Manager Assistance, grant funding agreements with the Powell Subdivision neighborhood, and a session convening as the Melbourne Downtown CRA.

  • August 4 City Council: a resolution on a new ad valorem tax exemption for newly constructed multifamily, referencing a January 1, 2027 Property Appraiser date; the backup report counts 439 larger Florida multifamily developments with 73,898 new apartments in 2024.

  • July 21 City Council: a request to vacate and abandon a 20-foot-wide public utility easement, plus backup material on data center land use under the state's new Senate Bill 484.

If you own or lease in the Downtown, Eau Gallie, or Olde Eau Gallie CRAs, this docket is how exterior work gets approved: a sign, an awning, or a paver job becomes a numbered case with a board date. Price that review into lease delivery schedules. Two signage cases sat on one August agenda on New Haven alone.

For multifamily developers and land sellers, the same month produced a townhome request to skip platting and a resolution on a tax exemption for newly built multifamily, worth reading alongside three Brevard mayors on commercial development. The Mosswood staff report should surface the applicant and acreage; pull it first.

What does developing without platting through the subdivision process mean?

Platting is the recorded subdivision map that creates legal lots, plus the survey work, dedications, and infrastructure review behind it. SDV2026-0001 asks the City Council to let Mosswood Townhomes proceed without that full process.

Do I need HARB approval for a sign or facade change in Melbourne?

Melbourne routes exterior work in its CRA review districts through the Historic and Architectural Review Board.
