The West Melbourne City Council meets at 6:00 p.m. on October 20, 2026 with a West Melbourne rezoning, a city land purchase and an annexation question on the agenda. The rezoning is at 235 Park Hill Boulevard, at the corner of Dorchester Avenue, where the owner wants to turn a 0.31-acre residential lot into a parking lot.

The West Melbourne Rezoning at 235 Park Hill Boulevard

Public hearing 5.B has three parts. The first amends the Future Land Use Map for the 0.31 acres from Low Density Residential to Integrated Business, Case SSA-2026-01. The second rezones the lot from R-1A, Low Density Single-Family, to IB, Integrated Business, for the proposed parking lot. The third is a development agreement that sets Phase 1 as the shared parking lot and Phase 2 as a 2,400 square foot building.

Staff recommends approval of all three items. The applicant pays the $250 advertising fee. Public hearing 5.A is the second reading of Ordinance No. 2026-09, the residential-to-residential compatibility changes to Chapters 63, 64 and 86 of the land development regulations that the State of Florida requires cities to adopt before January 1, 2027.

Action item 8.C asks the council to let the City Manager contract to buy six parcels along Park Hill Boulevard for a total of $600,000. The staff memorandum says the funds are allocated through the water plant project.

Action item 8.D is an annexation advisability question. The owner of about 29.87 acres west of the St. Johns Heritage Parkway off BJ Lane, north of US Highway 192, wants to annex into the city for city services. Staff recommends that the council direct it to proceed with an annexation ordinance, advertisement and a land use assignment, with advertising costs of about $1,200.
