Rockledge Flex Space: 18,000 SF Warehouse Planned at Aspinwall Ave
An 18,000 square foot warehouse is planned on 2.4 acres at Aspinwall Avenue, just west of US 1, and it would add new Rockledge flex space aimed at trade contractors. The owner, Cirrus Properties, LLC, went to the Brevard County Commission on October 1, 2026 for a change to the development conditions on the site.
The property has Rockledge mailing addresses, 3115 and 3125 Aspinwall Avenue and 6550 and 6580 2nd Street, and sits in unincorporated Brevard County, so the county handles its zoning. The case number is 26Z00011.
What the Owner Plans to Build
County staff's report says the applicant intends to construct an 18,000 square foot warehouse building and combine four parcels into one. The site plan is already under county review as application 25SP00016.
The project engineer described the use to the Planning and Zoning Board on September 14. A flooring business operates on the site now. The new building is a flex warehouse for subcontractors, and he gave plumbers and electricians as examples. Their supply trucks would use a new driveway on the west side. He said there would be no eighteen-wheelers on that driveway and that larger trucks would keep coming off US 1 to the existing loading dock on the south side.
The Zoning Change Behind This Rockledge Flex Space
The land has been zoned BU-2 since 2023, when the county rezoned it with a binding development plan. One paragraph of that plan requires a 15-foot vegetative buffer and a 6-foot opaque fence along the west boundary, which blocks access from that side.
Cirrus asked the county to remove that paragraph and leave the rest of the plan in place. The remaining conditions limit uses, building height, outdoor lighting, and operating hours, and require a traffic study. The owner has also applied to have the county vacate the unimproved Third Street right-of-way so it can be paved as the driveway. The engineer told the board the one home that needs that street would get an access easement.
Staff noted that county code still requires a 6-foot masonry or solid wall where a BU-2 site plan meets residential zoning, with or without the paragraph. The Planning and Zoning Board recommended approval unanimously, and nobody from the public spoke. The County Commission took up the item on October 1. The county had not posted the result of that vote when we checked on October 3.

In our second-quarter market post, countywide industrial vacancy was 3.7 percent and asking rent was $13.65 per square foot. An 18,000 square foot building divided for subcontractors is small-bay space, and at that vacancy rate very little of it is open.

BU-2 is the county's Retail, Warehousing and Wholesale Commercial classification. Per county staff, it permits retail, wholesale, and warehousing on lots of at least 7,500 square feet, allows outside storage of retail items such as vehicles and boats, and is the county's most intense commercial classification.
Are water and sewer available at the Aspinwall Avenue site?
Yes. Staff's report puts the property in the City of Cocoa water service area and the county's South Central sewer service area. The South Central wastewater plant was at 50 percent of capacity as of June 1, 2026, based on actual connections.
