Brevard County Zoning: Data Center Incentives and Two Rezonings
Three Brevard County zoning items landed in the same stretch. Per Space Coast Daily's posting, the Board of County Commissioners held a zoning meeting in Viera that included consideration of an ordinance that would make data centers ineligible for Economic Development Ad Valorem Tax Exemptions. Cocoa's City Council has Ordinance No. 09-2026, a proposed rezoning of a 1.29-acre parcel east of Grissom Parkway to M-2. And the county's August 25 agenda included an item seeking authorization to request rezoning of County-owned 212 Riverside Park Drive in Indian Harbour Beach.
Data Centers on the Brevard County Zoning Agenda
According to the Space Coast Daily posting, the ordinance would amend Chapter 102, Article IV, Division 3 of the county code to make data centers ineligible for Economic Development Ad Valorem Tax Exemptions. The posting covers the meeting itself and does not report a vote or an outcome.
Ordinance No. 09-2026: Grissom Parkway Parcel Proposed for Cocoa M-2
Ordinance No. 09-2026 proposes rezoning a 1.29-acre parcel east of Grissom Parkway, north of Oxbow Circle and south of Canaveral Groves Blvd, from Brevard County General Use to City of Cocoa M-2 (Manufacturing and Industrial). The matter is before the Cocoa City Council, and it surfaced as a City of Cocoa planning and zoning agenda item published at cocoafl.gov. The acreage and boundaries come from the agenda title; the ordinance text and parcel record will pin them down.
A county General Use parcel converting to the city's manufacturing designation is a small entitlement move in a corridor with little slack; General Use is the county's holding designation. Industrial demand in Brevard has been running well past available space, and vacancy stayed tight through the second quarter.
212 Riverside Park Drive, Indian Harbour Beach
The property at 212 Riverside Park Drive is County-owned. Per the county agenda, the Board had an item scheduled for August 25 seeking authorization to request rezoning of the property, which sits inside the City of Indian Harbour Beach. Utility-driven rezonings can affect sewer capacity and developability for nearby private parcels, so anyone holding or pricing land near Riverside Park Drive should track where the request goes. The stated purpose in the agenda item is sanitary sewer infrastructure improvements.
RCRE Take
If you own small industrial land near Grissom Parkway, the Cocoa ordinance is the one to watch. A 1.29-acre parcel proposed to move from county General Use to city M-2 shows the path for similar county-designated remnants along the corridor, and what a user who needs manufacturing zoning today will pay to skip that process. We track industrial and warehouse listings for sale across Brevard, and the small, already-zoned sites are the scarcest piece of that inventory.
On the data center ordinance, a landowner counting on that asset class for an exit should treat the ad valorem exemption as an open question until the county record shows a vote. Incentives factor into how site selectors score competing markets, and per the Space Coast Daily posting this one was up for removal in front of the Board. Underwrite the land without the exemption and let it come back as upside.

What is M-2 zoning in Cocoa, Florida?
M-2 is the City of Cocoa's Manufacturing and Industrial district. In this case the parcel would move out of a Brevard County designation, General Use, and into city zoning, which would put future review for the site under the City of Cocoa rather than the county.
Has Brevard County ended tax exemptions for data centers?
Not in the record so far. Per the Space Coast Daily posting, an ordinance that would make data centers ineligible for Economic Development Ad Valorem Tax Exemptions came up at a Board of County Commissioners zoning meeting in Viera, and the posting reports no vote and no adoption.
What is Brevard County requesting for 212 Riverside Park Drive?
Per the Board's August 25 agenda item, authorization to request rezoning of the County-owned parcel, which sits inside the City of Indian Harbour Beach, with sanitary sewer infrastructure improvements as the stated purpose.
